Speaker of Parliament Pavol Paska will send to President Ivan Gasparovic two versions of the flawed amendment to the law on social insurance, one as approved by parliament that contains contradictory provisions as a result of chaotic voting, and the other without them. He assumes that the president will return the revision back to parliament. He informed about his decision following attendence in a meeting of the permanent commission for the Slovak constitution and parliamentary order, where he shared the opinion of the commission members that the situation around voting on the revision has neither precedence nor support in the constitution, laws, or parliamentary order. He reminded that this solution was not the only possible one; however, regarding the criticism of the opposition and media, he decided to carry out these steps. "In order to avoid speculations, the revision will probably be returned to the parliament in such version, in which it was approved," said Mr. Paska. He explained that publishing of the amendment on the internet in the version without the approved amending proposal submitted by Iveta Radicova, was his own decision.
The opposition urged Speaker of Parliament Pavol Paska earlier on Monday to send to the president for a signature the amendment to the law on social insurance with all approved amending proposals. He was warned that if he opts to send the bill in a version, which was prepared by the parliament's legislative department and which does not contain the approved amending proposal submitted by deputy Iveta Radicova, the opposition was ready to file a no-confidence motion against Pavol Paska, informed the opposition Christian-Democratic Movement (KDH) and the Slovak Democratic and Christian Union-Democratic Party (SDKU-DS) on Monday. Another opposition party Hungarian Coalition Party (SMK) is ready to join the initiative, however, as SMK deputy Gyula Bardos informed, opposition parties should discuss such serious issues at first and then inform about them the media. "The numbers are set and also within the opposition the correct relations can be built only if the parties carry out joint steps according to agreements and unwritten rules," he said. There could be a no-confidence motion filed against Deputy Speaker of Parliament Miroslav Ciz, as well. KDH informed about its plans to file such motion. The reason are his statements, which appeared in the media, that the amendment to the law on social insurance should not include an amending proposal of the opposition deputy, which was approved by majority of votes in the parliament. "Mr. Ciz cast doubt on fundamental principles of parliamentary democracy with his statements, which serve as basis of Slovak constitution," said KDH deputy Martin Krajcovic.
While one approved amending proposal of the law on social insurance enables entry into the second pillar to some groups of people who hesitated in doing so in the previous period, according to the later proposal, nobody will be allowed to do so.
